THIRD PHASE OF THE INTEGRATION WORKS FOR THE
e-GOVERNMENT INITIATIVE WITH THE ACCOUNTANT GENERAL'S OFFICE BEGINS

Putrajaya, April 26th 2002 - In June 2000, XYBASE signed a contract with the Malaysian government involving the e-government initiative. This flagship called for development of systems, namely the Perancangan Kawalan Belanjawan Elektronik (e-SPKB), the interface of e-SPKB with ePerolehan and Branch Accounting System (BAS) and the interface between BAS and the banking systems. These, which constitute work for Phase 1 and 2 were successfully implemented in 2001.
Subsequent to the above, XYBASE was awarded the third phase of the integration works. This Phase is divided into Phases 3A and 3B which cover the integration of the EG Flagship Applications and its interface with the financial institutions. The most crucial part of this Phase is the rollout to the 521 PTJ (Pusat Tanggungjawab) and one SAD (Self Accounting Department).
"XYBASE is happy to take up the challenge of installing the system to 521 sites located all over Malaysia, some of them remote" said Encik Shahir Hashim the Project Director. "As we speak, our team members are currently deployed for the rollout exercise" he added.
There will also be an upgrade of the servers at all existing sites. Enhancement of the existing applications such as the e-SPKB, LFEP, BASFE and development of new applications such as the Collection System, Payroll Front End (PAYFE) and the Payment Notification System (PNS) will form part of the work scope. XYBASE will provide training to ensure the implementation of the system runs accordingly
"Training is a good way of gaining acceptance of the system. The AG office has taken the initiative to train their members. XYBASE's role is to train the trainer and provide hand-holding sessions at the 521 sites to ensure the end-users are knowledgeable in using the system" En. Izmi Mohd. Said, the Executive Vice President of XYBASE on the training provided by XYBASE for this project.
Apart from the enhancement and new development work, XYBASE will also continue with the Smart-car-based authentication deployment for Phases 1 and 2. XYBASE will also upgrade the existing middleware Information Broker to the new version of the XYBASE Message Broker.
With the new system installed, the Accountant General's office will be able to streamline the transactions, facilitate expenditure and collection integration and create a baseline for a more efficient management for the Government of Malaysia. This seamless integration works will be synchronised with the current and future eGovernment applications.
The eGovernment efforts will lead to a more techno-savvy Malaysians with the reduction in paperwork thus encouraging electronic transactions among the government agencies and integrating all eGovernment applications with eSPKB budgeting system.
The Phase 3 integration work is expected to complete in a period of 15 months.
