Description
Spanning over 3 phases, XYBASE has manage to develop and deploy to 521 Pusat Tanggung Jawab (PTJ) in Wilayah Persekutuan and Selangor and also to all the Accountant General Office site (AGO) in Malaysia.
While modernization of the Government operations through Electronic Government is inevitable, Legacy Systems within the Government such as the Accountant General's Office would continue to exist for many years more for good different reasons. However, the need to link some of the legacy systems with state-of-the-art EG Applications and vice versa is a must, to ensure the whole process chain is completely integrated electronically. The Electronic Government project has embarked on 5 major application systems today and several more is in the pipeline. 4 of these applications has been identified to be linked to the Accountant General's (AG) Legacy Systems. To meet this requirement an Interface Application System is desired for a seamless integration.
The Requirements
The Government of Malaysia has identified 7 Interface Application Systems to enable 4 EG applications to integrate with the Government Legacy Systems at the Accountant General's Office.
The EG Applications are:
EG 1 - Electronic Delivery of Drivers and Vehicle Registration (DL++/E Services) |
EG 2 - Electronic Procurement (EP) |
EG 4 - Human Resource Management Information System (HRMIS) |
EG 5 - Project Monitoring System (PMS) |
The Legacy Systems identified are:
SPKB - Sistem Pengurusan dan Kawalan Belanjawan |
BAS - Branch Accounting System |
The 7 interface applications are:
| 1- SPKB - EP Interface |
2- SPKB - HRMIS Interface |
3- SPKB - E Services Interface |
| 4- BAS SPKB |
| 5- BAS Service Supplier |
| 6- BAS HRMIS |
| 7- BAS EFT |
- Policy, operational framework and standards
- Complex integration and business processes
- Robust security
- Data integrity and duplication
- Multiple platform / vendor
- Inter-connectivity and interoperability
- Cost effective for future enhancement
- Scaleability
The System Integration tasks involves the following in addressing the above issues:
- developing an EG-AG IT Model
- identifying the interface requirements between the various EG subsystems that requires to integrate to the accounting system
- developing the interfaces
- enhancing SPKB
- managing the installation of the subsystems
- system integration testing
- validation of business and operational processes
- support and final acceptance testing
XYBASE uses Information Broker (IB) to address the EG-AG integration needs. IB is an application that has been developed using Middle-ware transaction processing (TP) technology that eases and manages information exchange in an open standard, multiple system environments.
The software application employs a state-of-the-art middle-ware transaction processing technology, in a Distributed Computing Environment, that is able to support multi-tiered client-server application, and supports highly reliable and scaleable processing requirements.
In Phase 3, XYBASE continued work in the deployment of Smart-card based authentication for Phase 1 and 2 sites and upgraded the tool used in phase 1 and 2, IB, to the our celebrated integration tool XMB. |
