The Self Assessment system has been implemented in stages where its initial stage in 2001, has been applied only for companies in Malaysia, year 2003 for businesses and partnerships and year 2004 for salaried groups.

XYBASE is required to deliver and implement for SAS broadly covers 2 major areas of services, namely Technical related and Non-technical/Business related services.

The Technical-related services involve a complete systems study, development and implementation, which include:

• Coding, data conversion/migration, testing, integration with existing application, documentation, commissioning plus selection criteria for audit and investigation cases.
• Roll out to all IRB branches
• Identify the use of internet and imaging technologies to enhance the input mechanism
• Procurement process services, to study, identify, define, recommend and acquire hardware and software necessary to ensure the success of the project.

The Non-technical/Business related services mainly cover the business aspect of things of the STS, which involves procedures, processes, legal and organizational structure among others.

Some of these tasks will be done together alongside the technical process of study, analysis and design.

Interface with IRB’s committees responsible for the study of self assessment system in the following areas:- legal, forms and procedures, audit, education and training, rulings

• determine business rules for validation processes and for issues of non compliance, understatements, non-payments and tax avoidance
• study the impact of new system on current organisational structure
• study the impact of required data on existing policies and on the design of the self-assessment application system
• develop test criteria for the self-assessment requirements in the new application system
• define the requirements of electronic workflow system and self assessment application system through liaison with IRB users and document this in a flowchart
• study and analyse current application systems and procedures and provide input for potential improvements in processes
